This video was discovered by Walter Nelson at the Moving Image Research Collections of the University of South Carolina.  The title card states:

HERE’S THE REAL ARGENTINE TANGO

Spanish dancers perform genuine article nightly in Greenwich Village cafe

According to the University, the reel was produced December 6, 1928.  It was donated to the University by the Twentieth Century Fox Film Corporation.  It is credited as follows: Fox Movietone News (Production unit). Jack Painter (Camera operator). 24 (Production unit). Tice (Sound).
